Update for Tropical Depression Helen

Synopsis:
At 2:00 a.m. today, Tropical Depression "HELEN" was estimated based on satellite and surface data at 390 kms East of Basco, Batanes (20.3ºN;125.8ºE) with maximum sustained winds of 55 kph near the center. It is forecast to move west slowly.

Forecast:
Luzon and Visayas will experience mostly cloudy skies with scattered rainshowers and thunderstorms. Mindanao will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms mostly in the afternoon or evening.

Moderate to occasionally strong winds blowing from the southwest will prevail over Luzon with moderate to occasionally rough seas. Light to moderate winds blowing from the southeast and southwest will prevail over the rest of the country and the coastal waters along these areas will be slight to moderate except during thunderstorms.
