Tropical Depression (HELEN/93W) drifting SSW-ward and slowly organizing over the warm waters of the Northern Philippine Sea...threat to Extreme Northern Luzon continues.
Forecast Outlook: This TD is expected to turn slowly Westward or remain quasi-stationary for the next 12 to 24 hours...expected to reach Tropical Storm status today. The 2 to 3-day short range forecast shows the system still heading Westerly in the direction of Cagayan-Batanes Area. More forecast outlook to be issued within the day. Stay tuned.
Effects: TD's western outer rain bands is now affecting the coastal areas of Cagayan - bringing rains and winds not exceeding 55 km/hr today. Moderate to rough seas can be expected along the coastal areas of the affected areas. Residents in low-lying areas must seek higher grounds for possible flooding & landslides due to the anticipated heavy rains brought about by this system. Precautionary measures must be initiated if necessary.
